Based on this experience, he explained about transparent, open and participative government policies, and emphasized that government sectors around the world should work like universities, including a consistent investment in research, innovative technologies and human capital.

Kundra considers Carnegie Mellon University to be the most innovative university in the world, naming the CMU research program into autonomous vehicles as one of the biggest innovations which will lead to not only human-to-machine interaction, but also to machine-to-machine interaction.

His talk was followed by a spirited question and answer session, during which he stressed the importance for governments to invest in human capital and research, and the benefits for both individuals and organisations of kaizen, a philosophy of continuous improvement.
